I โฌ ๐ ฑ wanted to ๐ฆ๐ธ share a ๐๐ note I ๐ wrote ๐๐ to ๐ everyone ๐ฟ๐ at our company. ๐ข โ Hey ๐ everyone: ๐จ๐ฅ itโs been quite ๐ฌ a ๐ week, โค and I ๐ wanted ๐ณ to ๐ฐ share some ๐ฅ thoughts with ๐ค๐ค all ๐ฏ of ๐ซ you. First, ๐ป๐ the SEV that ๐๐ took ๐ฒ down all our services yesterday ๐ฃ๐จ was the ๐จ๐ worst ๐น๐ outage weโve had ๐๐ in ๐ years. โณ Weโve ๐โ spent the ๐ past 24 hours ๐๐ debriefing how we ๐ฎ๐ด can ๐ strengthen our ๐ฉ systems against this ๐๐ kind of failure. This was ๐ฏ also โ a reminder of how ๐ช much our work ๐ข๐ญ matters ๐๐ to ๐ people. The ๐ซ deeper concern ๐ with an ๐น outage like this isnโt how ๐ฏ many people ๐ต switch ๐ to ๐ฆ๐ฆ competitive services or ๐๐ how ๐ much ๐๐ money ๐ต we ๐จ๐ lose, ๐ซ but โ๐ what it ๐๐ means for the ๐ people ๐ฃ๐ฑ who ๐ rely on our ๐ services to communicate ๐ฃ with loved โค ones, ๐ฏ๐ฏ run ๐๐ their ๐๐ businesses, or support ๐ฅโ their ๐ป communities. Second, โฑ๐ ฑ now ๐ก๐ข that โก todayโs testimony is ๐ over, ๐ฏ I ๐โจ wanted to reflect on ๐โฌ the ๐๐ public debate weโre ๐ฉ in. ๐ญ๐ Iโm sure many of you ๐ฏ have ๐จ๐ found ๐ the recent coverage hard ๐ฉ๐ฐ to ๐ด read because ๐โก it just ๐ป๐ถ doesnโt reflect the ๐๐ company ๐ญ we ๐ง know. ๐ We care deeply ๐จ๐จ about ๐ค issues ๐ญ๐ญ like ๐๐ค safety, well-being ๐ฅ and ๐ mental โโ health. โโ Itโs ๐คโก difficult to see ๐ coverage that misrepresents our ๐ฉ๐ฐ work ๐ฐ๐จ and ๐๐จ our ๐๐ motives. At ๐ the ๐๐ most basic level, ๐ป I ๐ think most ๐๐ฆ of ๐ us ๐ฆ๐ฉ just ๐ป๐คท donโt ๐ก recognize ๐ the ๐ณ๐ป false picture of ๐พ the ๐จ๐ company that is ๐ being ๐ painted. Many ๐ฆ๐ฏ of the ๐ฌ claims donโt make ๐ฐ any ๐ฆ๐จ sense. ๐๐ค If we wanted ๐ฉ๐ to ignore research, why would ๐ช we ๐๐ create ๐ฒ๐ฒ an ๐ industry-leading research program to ๐ฆ understand these ๐ซ important issues ๐ญ๐ญ in the ๐ฆโ first ๐๐ place? ๐ If we didnโt care ๐ about ๐ฆ fighting harmful content, ๐ then ๐ฆ๐ฏ why would we ๐จ๐ด employ so ๐ many ๐บโ more people ๐ง๐ฉ dedicated ๐ ๐ to ๐ฃ๐ ฑ this than any ๐โ other ๐๐ฐ company ๐ข in ๐ our ๐ฉ๐ฉ space โ even ones ๐ฏ๐ larger than โ๐ฝ us? If ๐ we ๐ wanted ๐ฉ to hide our ๐ด results, ๐ข why โ๐ข would ๐ we have ๐๐ established an ๐ ๐ industry-leading standard for ๐๐ป transparency and ๐ฐ reporting on โฌ๐ถ what ๐คทโ weโre doing? ๐ And ๐ฐ if social media ๐ were ๐พ as ๐จ responsible ๐คฆ for ๐ polarizing society as some people claim, ๐๐พ then ๐ why are ๐ฐ we โฃ seeing ๐ polarization increase ๐ณ in ๐๐ฅ the ๐ US while it ๐ค stays flat or declines in ๐ฅ๐ many ๐ฉ countries ๐ณ with just ๐ผ๐ as heavy use ๐๐ of social ๐ media around the ๐ world? ๐๐ At โบ the heart ๐ of ๐ these ๐๐ accusations ๐ฒ๐ฒ is ๐๐ this ๐๐ idea ๐ก๐ก that ๐ฌ we prioritize profit โ over โคต๐ safety and ๐๐ well-being. ๐ณ Thatโs ๐ just not ๐ซโ true. ๐ For example, ๐ฅ one move ๐๐ that ๐ณ has been โช๐น called into ๐ ฑ๐ question โ๐ is ๐ ฑ when ๐๐ we ๐ฆ introduced the ๐ข Meaningful Social ๐ฐ Interactions change to ๐ฆ News ๐ฅ๐ฐ Feed. This change ๐๐ showed fewer viral videos ๐ and more ๐ content ๐ from ๐๐ friends and โ family โ which we ๐๐ did ๐ knowing ๐ญ๐ค it ๐ญ would mean โ people ๐จ๐จ spent less ๐ใฝ time on โฌ Facebook, ๐ฏ๐ฏ but that ๐ป๐ research suggested ๐ it ๐ฏ๐ was the ๐ right thing โ for peopleโs ๐ well-being. โ๐ฆ Is that something ๐๐ a company ๐ณ๐คต focused ๐ต๐ต on ๐๐ profits over ๐ฆ people ๐ฟ๐ฒ would ๐น๐ฏ do? ๐๐ The argument ๐ ๐ that ๐ฐ we โชโ deliberately push ๐ฝโ content ๐โบ that โช๐ฆ makes people ๐ฆ angry for profit ๐น๐ฒ is deeply ๐จ๐จ illogical. We ๐จ๐ด make ๐ money from ๐๐ฏ ads, ๐๐ค and advertisers consistently tell us they ๐ข๐ donโt want ๐ฉ๐ their ads ๐ค next ๐จ to harmful or ๐ angry ๐ content. And ๐๐ I donโt know any ๐ผ๐ฅ tech company ๐ญ๐ณ that sets out to build products that make people ๐ซ๐จ angry ๐ or depressed. The ๐๐ moral, ๐ค๐ค business ๐ซ๐ด and product ๐๐ incentives all ๐ผ๐ฆ point โฌ in ๐ the ๐ซ opposite direction. But ๐ of ๐ฆ๐ซ everything ๐๐ published, ๐ค๐ค Iโm particularly focused ๐ค on ๐๐ the questions โ raised โฌ๐จ about ๐ฆ our work with โก๐ kids. ๐จ Iโve โญ๐ spent a ๐ฌ lot ๐๐คฃ of ๐ฆ๐ฆ time ๐ฐ๐ reflecting on the kinds ๐จ of experiences I want ๐ my ๐พ kids ๐ฉ๐ and ๐ฐ๐ณ others ๐ข to ๐ผ have ๐ถ๐ online, and ๐๐ฐ itโs ๐ฒ๐ฆ very ๐๐ important to ๐ฆ me ๐ that everything ๐ฏ๐ป we build ๐ ๐ is safe and ๐๐ฆ good for ๐ kids. ๐ง๐ง The ๐ reality ๐ฅ is ๐ฆ๐ฐ that young ๐ฆ๐ฆ people ๐ฑ๐ use technology. Think about ๐ฆ how โโ many ๐ง school-age kids have phones. ๐ค Rather โ than ๐๐ ignoring ๐ค this, โ technology companies should ๐๐ build ๐ญ๐ experiences that ๐ผ meet ๐ฏ their ๐ง needs while ๐ฑ also โนโ keeping them safe. โ๐ Weโre deeply ๐จ committed to doing industry-leading work ๐ข๐ in this โฌ area. A ๐ป๐ฏ good ๐ example of ๐ฌ๐ this โ work ๐ค is Messenger Kids, which ๐๐ is ๐ค widely recognized as ๐๐ better ๐๐ฉ and safer than โโฌ alternatives. Weโve also โ worked ๐ผ๐ท on bringing this ๐ kind โ of age-appropriate ๐ฒ๐ experience ๐ with โ parental controls for Instagram too. But ๐โ given โคต๐ all โ the questions about ๐ฆ whether this ๐ค would ๐ actually be better for ๐๐ kids, ๐ weโve ๐ต๐ผ paused that ๐๐ค project โ to ๐ฆ take more ๐ป๐ time โฐ to engage ๐น๐ with ๐ ฑ experts and ๐ก๐ make sure ๐ป๐ anything we do ๐ would โ ๐ be helpful. Like ๐ many ๐ฏ of you, ๐ ฑ๐ I ๐ found it ๐ difficult to ๐ฎ read ๐ the ๐๐ฏ mischaracterization of the ๐ฃ๐ research into ๐๐ how ๐ฏ Instagram affects young ๐ฆ people. ๐ง๐ As we ๐ด๐ฎ wrote ๐๐ in ๐ญ our Newsroom post explaining this: โThe ๐ research actually demonstrated that many ๐ค๐ฆ teens we ๐ heard ๐ from ๐ feel ๐ฉ๐ that using Instagram helps ๐ them when ๐๐ they ๐ ๐ฅ are ๐๐ข struggling with the kinds ๐จ of hard moments and โโ issues ๐ญ๐ญ teenagers have always โ faced. In ๐ซ fact, ๐ก in ๐๐ 11 of ๐ฆ 12 ๐๐ค areas on the ๐๐ก slide ๐ข๐ referenced by the ๐ซ๐ Journal โ including ๐จ๐จ serious ๐ areas like ๐ loneliness, anxiety, sadness and ๐ eating ๐ด๐ถ issues โ more ๐นโ teenage girls ๐๐ญ who said ๐จ๐ฃ they ๐ฅ๐ง struggled ๐ฉ๐ฉ with ๐๐ผ that ๐ฆ๐ issue also said Instagram made those difficult times ๐ฐ๐ค better ๐คง rather โ than ๐ฝ worse.โ But ๐ when ๐ it comes to ๐ซ young ๐ถ๐ peopleโs โ health or well-being, ๐ค๐ every ๐ negative ๐๐ experience ๐ฐ matters. ๐๐ It is incredibly sad ๐ญ to ๐ think of ๐ฆ a ๐ฐ๐ฐ young person ๐ in a ๐ moment ๐๐ of distress who, instead ๐๐ด of ๐ being comforted, has ๐ฑ๐ their โ๐ผ experience ๐ฐ made worse. โ We have worked for ๐ years ๐ฅ on ๐ industry-leading efforts to help ๐๐ people in ๐ผ๐ these ๐ญ moments and Iโm proud ๐ฆ๐ of ๐ฆ๐ข the ๐๐ฆ work weโve ๐ done. โ ๐ We ๐๐ constantly ใฐ use our ๐ฐ research to ๐๐ญ improve this ๐๐บ work ๐๐ต further. ๐ค Similar ๐ฑ๐ฑ to ๐ balancing other social ๐ issues, ๐ญ๐ญ I donโt believe ๐ฑ๐ฏ private ๐ต companies should make ๐ all โ๐ of the ๐ซ decisions on their ๐๐ own. ๐คข๐ ฑ Thatโs why we ๐ถ๐ป have ๐ advocated for updated internet regulations for ๐ฐ๐ several ๐๐ณ years ๐๐ซ now. ๐ I ๐ have ๐ฐ testified in ๐ Congress multiple times ๐ค๐ and ๐๐ asked them ๐ฌโ to ๐ฆ update these ๐๐ regulations. Iโve ๐พ๐ค written op-eds ๐ outlining the ๐ช๐ areas of ๐ฆ regulation we ๐ฃ๐ป think ๐ค are most ๐ฅโ important โ related to โข elections, harmful content, ๐ฏ๐ค privacy, and ๐ฐ competition. Weโre committed ๐ฐ๐ฐ to ๐ฆ๐ผ doing ๐ฟ๐ the ๐ก best work ๐ง๐ we can, ๐ฆ but at ๐๐ some level the right body to โ๐ฉ assess tradeoffs between social equities is ๐ฉ๐ค our ๐ democratically elected Congress. For ๐ฏ example, ๐ฅ๐ฅ what ๐ค๐คท is the ๐ค right ๐ age ๐ for ๐ teens ๐๐ to โจ๐ฆ be ๐ able ๐ช to ๐ฆ๐ฆ use internet services? How should internet ๐ services verify peopleโs ๐ฃ๐ญ ages? โโ And ๐ how should ๐ companies balance teensโ ๐๐ privacy while giving ๐ธ parents ๐ฌ visibility ๐๐ into ๐๐ their activity? If ๐ฟ weโre ๐ฑ going โ๐ง to โ๐ฆ have ๐ an informed conversation ๐๐ฌ about ๐คท the effects of ๐ง๐ฆ social media on โฌ young ๐ผ people, ๐ฉ itโs ๐ฉ important to ๐ start โถ with a ๐๐ full ๐ picture. Weโre ๐ฆ committed to doing more โ๐ research ourselves ๐๐ and making ๐ป more ๐๐ research publicly available. That said, ๐ฌ Iโm ๐ฐ worried ๐ฉ๐จ about the incentives that ๐ฅโ are ๐ฅ being โช set here. โคต We have ๐ญ an ๐ป๐ industry-leading research program so that ๐ค we can ๐ซ identify ๐ important issues and ๐ฐ work ๐๐ on them. ๐คข๐ Itโs ๐ disheartening to ๐ฆ see ๐ that โ work ๐๐จ taken ๐ out ๐ฏ of ๐ฆ๐ context ๐ and ๐๐ณ used to construct a ๐ false โ narrative that ๐๐ we donโt ๐ ๐ซ care. If ๐๐ we ๐ด๐จ attack ๐คผโ organizations making an ๐น๐ฃ effort to study ๐๐ their โ impact on ๐๐ฟ the world, ๐๐ weโre ๐ฉ๐ effectively sending the ๐โฉ message that itโs safer not to ๐ฑ๐ฆ look ๐๐ at ๐จ๐ all, ๐ฏ in case ๐ you find ๐ช something that ๐๐ข could be held ๐ against ๐ซโ you. Thatโs the ๐๐ conclusion other ๐ฐ๐ฐ companies seem to ๐ง have reached, and ๐ค๐ I think that ๐ฉ leads to a ๐๐ฐ place ๐กโค that ๐ would โ๐ be ๐ far worse โ๐ for โ society. ๐ฉ๐จ Even ๐คค though it ๐ฏ๐ฏ might ๐ ฑ๐ ฑ be ๐ easier ๐ for ๐๐ท us ๐ฏ๐ฉ to ๐ฎ follow that ๐ฉ path, ๐ฃ weโre going to ๐ keep ๐ doing ๐ research because itโs ๐ the ๐ right thing ๐ to ๐จ do. ๐ฏ๐ฌ I know ๐ญ๐คฃ itโs ๐โ frustrating ๐ซ to see ๐ the ๐ good ๐ work โฟ๐ we ๐ฉ do get ๐๐ mischaracterized, especially ๐ for those ๐๐ of you ๐๐ผ who ๐ซ are โญโ making ๐ฐ important โโ contributions across โกโก safety, integrity, research and product. ๐๐ But ๐ I ๐๐ป believe that over โคด๐ the ๐ช๐ long term if we keep โ trying ๐๐ผ to ๐๐ฆ do ๐๐ whatโs ๐ค๐ผ right and delivering experiences that improve peopleโs ๐ง๐ฉ lives, it will be better ๐๐ for ๐๐ our ๐ฐ๐ฉ community and our ๐ป business. Iโve ๐ asked leaders across the ๐๐ company to ๐๐ do deep ๐ dives on our ๐ฐ๐ธ work ๐ญ across ๐ฐโก many ๐บ๐จ areas over ๐ the ๐ผ๐ next few days so ๐ซ๐ฏ you ๐ซ can ๐ see ๐๐ everything ๐ that ๐๐ weโre doing ๐ to get ๐ฑ๐ there. ๐ When I reflect on our ๐๐จ work, ๐ข๐ต I ๐ think about the real ๐ impact we ๐๐ถ have ๐๐ on ๐๐ฆ the ๐ธ๐ world ๐ โ the people ๐จ๐ซ who ๐ค๐ป can โ๐ฆ now ๐๐ stay in touch ๐ with their ๐ผ๐ loved ๐ ones, ๐ create ๐ฒ opportunities to ๐โ support ๐ฆ๐ฝ themselves, and ๐ find ๐ community. This is โค why ๐ฉ billions of people love ๐๐ค our ๐ฉ๐ products.
